Sega had long been planning the remastering of Shenmue 1 and 2
The Japanese were already talking about this possibility before the announcement of Shenmue III.

"We saw the excitement that the announcement of Shenmue 3 generated, and we saw the demand that arose for the game," said the vice president of Sega Europe. The Sega manager believes that the remastering of both classics would have ended up appearing sooner or later, even without the existence of Shenmue III, as he believes that there is a growing interest in Japanese games. Shenmue 1 and 2 remastering will be released on PC, Xbox One, and PS4 in 2018.
